Makerules:1196 include $(o-iterator)

Sorry, but perhaps I don’t understand exactly what I’m supposed to do.
I ran “make test” (with the original Makerules) and found only three
places in the output where “-D_TIME_BITS=64” appears:

gcc ftwtest-time64.c -c ... -D_TIME_BITS=64 ...
gcc tst-utmp-size-64.c -c ... -D_TIME_BITS=64 ...
gcc tst-utmp-unsigned-64.c -c ... -D_TIME_BITS=64 ...

But I think that’s not what you were talking about.
