[RFC] Detailing a service transition plan for glibc to CTI for August 2026.

Developers,

We're sketching out a a detailed service transition plan for glibc to move to CTI
services provided by LF IT.

Please provide feedback.

It includes details on the AdaCore hook parts and how they would be handled
going forward (removal, or transition to an LF IT provided solution).

I'm particularly curious about the schedule impact to post-release glibc 2.44
work that we might be doing on the release branch.

Likewise I'd like to hear from other Overseers about the impact and timing on
other plans going on for Sourceware.org services in that window.
