Why is BU still requiring old versions? (was Re: Question about adding ld emulations)

I doubt anything is very wrong with the newer versions.  It's just
that somebody needs to take the time to update.

At the time we froze on particular autotools versions for the
binutils, they were patched from the latest releases.  Over time,
there have been new releases, so now the frozen versions are out of
date.
