Down scroll problem resolved

The windows task bar overlapped the bottom of the display area just enough to be above the scroll region, so when it scrolled the display it took about 10 to 12 pixels of the task bar with it, then drew the map over the 10 or so lines of map it moved up, givining the errect of leaving a 1 or 2 pixel line across the map.
