You will find both 8.4.1.0 and the older 8.3.5 binaries on the download
page at www.activestate.com. You could probably build Xconq with tcltk
8.4.1.0 as well. But then you would need more than just the dll's. So I
recommend that you download the entire 8.3.5 distribituion and install it,
or alternatively give 8.4.1.0 a try.
