Error reading tcl ...

This is redhat7.3.

OK so I've read recent postings and decided to start afresh.

I deleted all installed traces of xconq: /var/lib/xconq, 
/usr/local/share/xconq, 4 binaries in /usr/local/bin, the cvs checkout 
directory and started over.

did a ./configure; make; sudo make install - same result
Error: Error reading tcl from 
/usr/local/share/xconq/lib/../tcltk/tkconq.tcl:

Can anyone tell me how to get this working?.

Some notes: I'm not sure the cvs checkout is that complete, e.g. there is no 
README or INSTALL for unix. I.e. nothing to tell you to do ./configure then 
make. I'm sure I saw xconq/INSTALL in the list of checked out files but 
there is no such file in the directory.
