XCONQ battle editing

So all you want to do is use xconq to generate the battle setup or scenario
(map and units) after which dbaol would run the game? I guess it could be
done using the design editor, as Jim pointed out. However, I see some
problems. Dbaol does not use a hex grid like xconq does. You would have to
translate the oblique hex coordinates used by xconq into the (presumably)
Cartesian coordinates used internally by dbaol. Same goes for units and
whatever properties they have. You would not be able to define what
direction a unit is facing in xconq, which seems to be important in dbaol.
The whole unit concept, with an extended physical size and orientation, is
different in dbaol.

In short, it seems like a pretty complicated way to do what you want to do.
Is there not any kind of native scenario editor that can be used with
dbaol? You would expect that in a commercial game.
