No. The effects of terrain, transports, occupants and neighbours are all
passive and do not require acps. They work just like the terrain effects in
Civ. The transport/occupant effects were written with cities and their
defenders in mind. Each protects the other by its mere presence. The
neighbour effect was written in order to allow city walls (friendly units
in the same hex) to protect cities and their defenders. However, you can
use these tables in other ways to. One example is the "Lord of the Rings"
game, where the Ring boosts the attack value of its transport ten-fold.
Doesn't make much of a difference for a hobbit, but a ten-fold enhanced
Sauron is a rather intimidating unit :-).

Not sure what you mean, but the way the code works any attacking unit gets
its attack value boosted by a friendly unit in the same hex, if you coded
the game that way. Does not matter what hex the unit is attacking, or if
different units are attacking different hexes.

You can select a bunch of units, by shift-clicking or click-dragging, and
click on the unit you want to attack. All of them will then attack the
target, but still one unit at a time. It is not possible to have several
units doing things at exactly the same time in xconq.
