Several buildbots, especially the slow ancient sloth vintage embarrassing
fossil systemtap-fedrawhide, had been regularly dying during ordinary stap
"make check" runs.  Several experimental patches have been pushed into the
tree, but the HEARTBEAT_MS one appears to be a winner to prevent slow but
not-hung tests from completing.  Patches are in hand, this BZ is for the
record.
