[Bug testsuite/4332] On PPC the systemtap.syscall tests is building 32-bit binaries for 64 bit tests.

I guess the -m64 setting is being overridden by the flags added in the
systemtap.syscall directory. Even if we are testing 32-bit variants of the
syscalls in question, the kernel module still needs to be built 64-bit.
