[PATCH v2 0/5] libc: Add/Update prototypes for POSIX Issue 8 functions

This patch series adds and updates prototypes for POSIX Issue 8 functions
to improve POSIX compliance in newlib.

This is the second version of the patch series originally posted at:
https://sourceware.org/pipermail/newlib/2025/021891.html

The original patch has been split into a patch set for easier review.

Functions added/updated:
- sem_clockwait()
- ppoll()
- timespec_get()
- pthread_mutex_clocklock()
- pthread_cond_clockwait()
- pthread_rwlock_clockrdlock()
- pthread_rwlock_clockwrlock()
- quick_exit()
- at_quick_exit()
