Sure you pulled from the right repo?  There's no SHA1 ID
183c67027c75ccc0f5b4953ce65a85eaa710e826 in the newlib-cygwin.git repo
afaics.

If anything, this should be 0615b4bb5f38a738377d4856aed167f0ab6aa52d.
