[PATCH Newlib]Dont inline std when optimizing for size

Hi,
This simple patch is sent last year and somehow slipped away.  Please see
https://sourceware.org/ml/newlib/2013/msg01069.html for the original
message.
Though I think it's more of a GCC inline problem, IMHO, it's still worth a
patch here.  So what's your opinion?
