[PATCH] wcsftime documentation

Oops squared:  the patch in the previous email put the man entry in the
time.h section instead of the wchar.h section.  Discard the previous
patch file and use this one instead.  (This is one of the reasons that
I think we should make a wchar subdirectory instead of spreading them
out all over the place.)

	* libc/time/wcsftime.c:  Clean up documentation a little.

Oops.  I had forgotten to include wcsftime in time.tex so that the
documentation actually made it into the manual.  This patch corrects
that oversight, as well as making the documentation a little more
clear and better formatted.
