[PATCH] wcsftime documentation

Oops.  I had forgotten to include wcsftime in time.tex so that the
documentation actually made it into the manual.  This patch corrects
that oversight, as well as making the documentation a little more
clear and better formatted.

	* libc/time/wcsftime.c:  Clean up documentation a little.
