[PATCH 1/5] spe-add-platform-config

The SPE/SPU stands for Special Purpose Engine/Unit.  Each cell processor consists of one 
or more (currently 1) PowerPC main processor and one or more (currently 8) SPEs.  Newlib 
on the PowerPC side needs no special modification, therefore to support cell only the 
SPU/SPE support needs to be added.

This patch adds the config option for the new platform.
