[PATCH] Fix minor problem in libc/include/sys/signal.h

The cygwin test suite compilation noticed that there was a minor problem
with Jeff's patch of 2004-10-18. I have committed the patch below as an
obvious fix. Hope that's ok, Jeff.

* libc/include/sys/signal.h: Move <signal.h> include to bottom of file
so that all relevant definitions have been handled for use in the
include.
