C99 integer type sizes for limits.h

The cygwin <limits.h> is missing the C99 definitions of define LLONG_MIN,
LLONG_MAX and ULLONG_MAX.  The problem was identified by a gcc-3.1 testsuite
failure.  This patch adds them.
