Thread-safe cygwin

I have received the thread-safe implementation of CygWin from Data
Distilleries, as they promised.  I'm checking it over now.

They've added minimal pthread support to both newlib and winsup, apparently.
Their changes to newlib are very minimal.

There use of resource locking also looks relatively straightforward and
unintrusive.

I'll post more as I discover it.
