Is libresolv part of glibc?

We don't have documentation for these functions, so there isn't a good
place to add this information. A README file in the source tree is
unlikely to be helpful. We added some deprecation warnings to
<resolv.h>, but I'm not sure if this is the right approach for the more
widely-used functions.
