[PATCH] PPC enable Alitvec hardware, part 1 revision a

Reissue of this patch. Changed to use _dl_hwcap directly and eliminate 
__has_altivec. This simplified the versioning but requires a 
rtld-global-offsets.sym file to get the _dl_hwcap field offset. Also 
moved the PPC_FEATURES from elf.h to powerpc/sysdeps.h which is a better 
  place for them (easier for asm code).
