Hi,

I've checked in some changes which reorganize several header files.
The basis is the posix/annexc.c file which is a test program similar
to isomac, but this time for POSIX.  It's described in the POSIX.1
Annex C.

I haven't made failing this test a bug so far since there are still
several problems.  But I was so far able to correct a lot of them so
this program already served its purpose.
