Over here, there are over 300 files in /etc.  When /etc/ld.so.conf was
introduced, there must have been far fewer files.  It's not unreasonable
to expect that glibc will end up with more configuration files over
time, so maybe it's time to start populating /etc/glibc?

If you don't want to set a policy of separate files, wouldn't you have
to accept setting tunables via /etc/ld.so.conf, too?
