[PATCH v3] localedata: update LC_ADDRESS and LC_NAME for ko_KR

Update the South Korean (ko_KR) locale to reflect official standards:
- LC_ADDRESS: Follow the Large-to-Small hierarchy (Country, Postcode,
  City, Road, Recipient) as per Korea Post guidelines.
  (https://www.koreapost.go.kr/kpost/subIndex/135.do?pSiteIdx=125)
- LC_NAME: Follow the standard Korean order (Surname + Given Name)
  without Western-style salutations or tabs.

    * localedata/locales/ko_KR (LC_ADDRESS): Update postal_fmt.
    * localedata/locales/ko_KR (LC_NAME): Update name_fmt to "%f%g".

Hi Arjun,

In this v3, I have added the missing %c (Country) to the beginning of 
postal_fmt to align with the Large-to-Small hierarchy and the commit 
message description.

Changes in v3:
- Added %c to postal_fmt in LC_ADDRESS.
- Placed these notes below the "---" line for better git tooling 
  compatibility as requested.
