Review new patches and restart review at the top.

  * State NEW delegate NOBODY at 616 patches.
  * State: Soft freeze.
  * Will review the list of blockers and desirables.
  * carlos: Packaging changes wise, do we need to add new termios changes?
  * adhemerval: We are now supporting new speeds?
  * andreas: Should go into news?
  * adhemerval: I have a bug which is a gdb issue which seems related for arm32.
  * adhemerval: I'll take this to Peter to see if anything needs adding.
  * [v4] stdlib: Fix __libc_message_impl iovec size (BZ 32947) (Adhemerval)
   * Reviewer pool: Carlos.
  * [v4] elf: Add DL_ADDRESS_WITHOUT_RELOC [BZ #33088] (HJ)
   * Reviewer pool: Florian.
   * v5 posted and added Florian as reviewer.
  * aarch64: clear ZA state of SME before clone and clone3 syscalls (Yury)
   * Reviewer pool: Wilco.
   * adhemerval: bionic and musl don't seem to have consensus that they will implement it.
   * carlos: What are the consequences for you if we don't include this?
   * yury: Almost every straight forward use case is resolved by the kernel. Some corner case use cases can write their own wrapper code and workaround.
   * Discussed leaving this in desirable for release, but unlikely to make consensus for the July 4th freeze.
  * [v2,5/5] x86_64: Optimize modf/modff for x86_64-v2 (Adhemerval)
   * Carlos will review this and test with the other fixes.
  * glibc: Add SFrame support for stack backtracing (Claudiu)
   * Reviewer pool: DJ.

   * Reviewer pool: Wilco
  * [v3,1/4] Makeconfig: Add libgcc directory to rtld-prefix search path (Andreas)
   * Adhemerval requested change to the first patch.
