Tarball for 2.26 is not up-to-date with 2.26 branch

I assume you are talking about:

  <https://ftp.gnu.org/gnu/glibc/glibc-2.26.tar.bz2>

We don't update the tarballs from the release branch (for any release).

I see this:

The tarball has a comment=1c9a5c270d8b66f30dcfaf1cb2d6cf39d3e18369
header.  The uncompressed is bit-wise identical to the output of:

  git archive glibc-2.26 --prefix=glibc-2.26/

So I think everything is consistent.
