In addition to the points for NEWS I listed in 
<http://sourceware.org/ml/libc-alpha/2012-05/msg00401.html> (and the Tile 
point provided by Chris Metcalf), the following also belongs there:

* Improved support for cross-compilation, especially bootstrap builds 
without a previously built glibc.

(Enough fixes for bootstrap builds have gone in that I think this is worth 
mentioning whether or not the libgcc_s/libgcc_eh avoidance changes get in 
for 2.16; it's already the case that significantly fewer hacks are needed 
for bootstrap builds and in previous releases.)
