two glibc wiki comments

I'm re-reading these as I do the testing, etc., for the tile port, so I
noticed two issues:

http://sourceware.org/glibc/wiki/Testing/Testsuite
- Both paragraphs of the "ABI check" section are now obsolete.

http://sourceware.org/glibc/wiki/Contribution%20checklist
- The "Attribute" section requires "Contributed by" but that's no longer
correct.
