I think it's just past carelessness, or perhaps past (unstated) decisions
that it didn't matter. (The clear right to distribute them matters, but
the actual license doesn't really.)

I suppose. Clarity there doesn't matter so much, since they don't wind up
in binaries people distribute and so it won't ever impinge on the millions
of users out there. The standard copyright header doesn't make too much
sense, since LGPL for something not a library is moderately nonsensical.
A GPL >= 2 header is presumably fine.
