Require binutils 2.20 or later to build glibc

For S/390 building glibc requires Binutils 2.21.1 anyway. We are using the .machine GAS
command for the iconv modules which isn't available with earlier Binutils versions.

And yes, we need an additional configure check for that in sysdeps/.../configure ;)

Requiring Binutils 2.20 is ok from a S/390 perspective.
