The newest macedonian locale (and hopefully the last)

One more, minor update to the macedonian locale. I completed several of
the locale categories and improved the readability of the file.

I'm sending the whole thing again, because the diff is larger than the
file (again). 

Also, the mk_MK locale is UTF-8 compatible, so it can be added to 
'libc/localedata/SUPPORTED'
