I have some untested prototype code in branch
https://sourceware.org/cgit/libabigail/log/?h=users/dodji/PR33090 that makes
abidw unconditionally apply suppression specifications in the "early
suppression mode".  That means things work as you initially expected without
having to specify the "drop" property in the suppression specification.

This makes things a bit "dangerous" as some users might lose information when
they serialize ABIs without necessarily realizing it.  If we go this route then
the documentation must make this crystal clear.
