Croatian locale (Bosnia and Herzegovina)

Hello,

I am submitting a new locale definition for hr_BA (Croatian language, Bosnia
and Herzegovina territory).

Currently, glibc provides bs_BA and sr_BA, but lacks the third official
linguistic/territorial combination for Bosnia and Herzegovina. This results in
missing out-of-the-box support for the Croatian community in BiH.

At present, users in BiH who require Croatian linguistic standards (e.g.,
specific month names like 'siječanj, valjača' that other locales don't have)
are forced to use `hr_HR`. This incorrectly imposes the `HR` territory
defaults, such as the Euro currency and the +385 telephone prefix, rather than
the correct BH standards.

This submission rectifies this omission. This locale inherits from the existing
`hr_HR` definition for base language rules (LC_CTYPE, LC_COLLATE, LC_TIME,
LC_NUMERIC, LC_MESSAGES, LC_NAME, LC_PAPER, LC_MEASUREMENT).

Specific adaptations for the Bosnia and Herzegovina territory include:
1. LC_MONETARY: Updated to the Convertible Mark (int_curr_symbol "BAM ",
currency_symbol "KM").
2. LC_ADDRESS: Updated country metadata, all country_* vars are correctly set,
ISO codes (BA / BIH), and correct ISBN prefix (9958) for Bosnia and
Herzegovina.
3. LC_TELEPHONE: Updated to the correct international prefix (+387).

The file has been tested locally on Linux Mint/Cinnamon and compiles perfectly,
and is accurately integrating into the GUI region settings.

The locale file is attached. Thank you for your review and for your hard work
