Just for clarity, anyone is capable of creating such a locale and having it
behave as they wish. The glibc project isn't stopping you from doing that.
Yes, it's 2025 and nobody has done the work required for this change. Either it
is not sufficiently important, or other solutions have been found?
The last ISO 8601 change we integrated was this one:
