This issue was fixed in other CLDR issue:
https://unicode-org.atlassian.net/browse/CLDR-11982

The new collation rules are in the file
https://github.com/unicode-org/cldr/blob/main/common/collation/lv.xml and it's
set to be released in the CLDR version 45.

Should I attempt to make a git patch?
