[Bug localedata/935] Frisian is a language that is spoken in the Netherlands

Ulrich I noticed that these locale files need to have the hex codes of for
example the days of the week. Is there a simple script to generate these from
UTF-8 or ASCII. Or should I start hacking up some script myself?
