[maint] Obsolete h8500

Hello,

The h8500hms target, currently included in GDB, has been identified for 
obsolesence.  Apparently GCC hasn't supported the Hitachi h8500 for many 
years.  For GDB, while it has built, it hasn't actually worked for some 
time.

If you have any reservations over GDB's move to obsolete the h8500 (and 
are in a position to multi-arch) please contact the gdb@ discussion list.
