how to integrate an ISS target in the gdb tree

Dear maintainers,

I have added two "arc" targets (an ISS and a remote target) to my local
gdb-4.17 tree. They are all working.
I'd like to integrate them in the 4-18 tree but I miss some background on how
to use autoconf or other tools.

I only need to integrate the simulator I guess. All the sources are in
sim/arc.
