Forgery!

Hi, please add my account "redi" to the gcc org on the forge.

I've noticed that when I create a pull request for the gcc repo the
.github/PULL_REQUEST_TEMPLATE.md template is included in the PR body,
saying:

Thanks for taking the time to contribute to GCC! Please be advised that if
you are
viewing this on `github.com`, that the mirror there is unofficial and
unmonitored.
The GCC community does not use `github.com` for their contributions.
Instead, we use
a mailing list (`gcc-patches@gcc.gnu.org`) for code submissions, code
reviews, and
bug reports. Please send patches there instead.

This is useful on https://github.com/gcc-mirror/gcc for when people try to
send us a pull req via that unofficial, un-monitored mirror. But for
forge.sourceware.org it's less useful, at least with the current wording.

Is there a Forgejo config option to *not* pretend to be .github so
convincingly that it reuses the .github/*.md templates? If not, maybe we
want to modify that file so it doesn't assume you're using it on github.com
