[COMMITTED] app.ini: Disable cron.git_gc_repos

Don't periodically git gc all repos. The gcc repository in
particularly takes too long and uses too much disk space during a
gc. The default timeout of 60 seconds is too low. A gc will either
time out or eat up so much disk space that it might not be able to
continue.
