[ECOS] access cvs server problem, please advise

I saw a similar error once.  At least, my recollection is that it was
similar -- I was unable to access the CVS repository.  In my case, I had
moved my local working copy from one machine to another (and perhaps from a
Linux machine to a Cygwin machine -- or vice-versa).  When I started
encountering CVS errors, I simply removed the .cvspass file and did a fresh
checkout and that worked.
