[ANNOUNCEMENT] Updated: libpng-1.5.12-1 NEW: {libpng15/libpng-devel}-1.5.12-1

The libpng packages offer the standard libraries for manipulating
PNG files, a turbo-studly lossless image format.  This is a major
new API update.

o Update to latest upstream release
o Security update:
  + CVE-2012-3386
  + CVE-2011-3048
  + CVE-2011-3026
o Static libraries no longer provided per cygwin policy
o Devel packages are no longer version specific (that is, only one
  major version of libpng -devel may be installed at a time).
o Added -debuginfo package (but only for libpng-1.5+)
