Locales do come with their respective charset each, that's part of their 
function.
"sl_SI" without an explicit charset suffix implies Latin-2 (ISO-8859-2), 
not UTF-8.
If you want Slovenian locale properties with UTF-8 encoding, just use 
"sl_SI.UTF-8".
