1.3.9: running lynx gives error about cygintl.dll not found

If it's really there and valid, then either lynx isn't looking in the 
right place for it (for some reason) or the DLL is not really the problem.
You can always try uninstalling and reinstalling.  Otherwise, you're stuck
with figuring out what about your configuration is hiding cygintl.dll from
lynx.
