Disabling a Bash feature

How can a system administrator, on NT 4, disable ordinary users from
acessing the c: drive as //c/ ?

I mounted / to another drive (d:) and I dont like the students sneaking
around files in //c/WINNT or //c/WINNT/system32 ...
