scenario: no registry access, C:\ locked out

Chris,
    I'm going to have to continue 
this at a later time, thanks for your patience in listening to an aging fellow 
babble.  I, as you no doubt do also, have to get up pretty early for work 
tomorrow.  I tried to be as clear as I could. I do feel this directly 
impacts cygwin*.dll development. I'll try to observe and address it again 
when I can offer you examples from code.
