More i686-pc-cygwin woes.

I just found a problem with the cygwin-inst snapshot tarballs. I suppose this
is a mute point since the snapshot should change to remove the i686-pc-cygwin
directory level anyway. However, i686-pc-cygwin was included in the top level
of the tarball and not under the usr/ directory.
I found this because I knew that Corinna had implemented fchown and a package
complained that is was unresolved. :( I knew I had installed the
cygwin-inst-20000601.tar.gz file in the root directory upon it's announcement.
