Binutils 2.46 tarball was packaged with 'development=true'

Indeed. Aiui this is similarly caused by what Nick pointed out in
https://sourceware.org/pipermail/binutils/2026-February/148185.html,
and what I indicated as an issue in a reply. Basically (again aiui),
the two tarballs were created from (slightly) different commits.
Since this was already pointed out back at the time, I don't expect
there's a plan to rectify this.
