Binutils 2.46 tarball was packaged with 'development=true'

Hi,

the latest binutils release (binutils-2.46.0.tar.xz) appears to have
been incorrectly packaged.
The 'development' variable in bfd/development.sh is set to true, which
causes '-Werror' to be enabled by default, resulting in build failures
on my system.

The "with-gold" release, however, has been packaged with
'development=false', which suggests this may be unintended.
