Commit: Update libiberty's rust demangler

Hi Guys,

  I am applying the attached patch to synchronize the binutils/gdb
  libiberty sources with their gcc counterparts.  This is mostly to
  bring in a couple of fixes to the Rust demangler, and to ensure that
  the sources are up to date in time for the forthcoming 2.38 binutils
  branch.
